--Manages the distribution, review, consolidation and analysis of comments as a basis for providing decision-makers sound advice on issue resolution and assists Senior Program Analysts with the management of reorganizations in question (includes coordinating the distribution, review and consolidation of comments, and approval of Agency orders, directives, and delegations of authorities as well as reviewing, tracking and routing directives throughout the clearance review process.
--Coordinates, analyzes, and evaluates the management effectiveness studies and historical studies (includes the application of research methods and tools to current time operation of program management or to studies on the background and nature of an issue as a means of gaining perspective on a program's current effectiveness and operating status) as well as reviews, analyzes, and evaluates information and data to determine relevancy; identifying problems and issues of concern, making recommendations, and offering alternatives/solutions.
--Orally presents to senior management and staff materials that reflect the analysis performed as well as assists with the coordination of communication efforts related to HR issues (includes the assessment of communications needs, themes, messages, and approaches aimed at effectively communicating the HR strategic direction and goals).
--Develops written materials that reflect the analysis performed and prepares status reports which pertain to situations normally within the purview of a specific program.
At the higher grade level, your assignments will be more complex and you should need less guidance from your supervisor.

Qualifications and Evaluations
QUALIFICATIONS REQUIRED:
You do not need a degree to qualify for this position, however, the following education may be substituted for the specialized experience requirement: a Ph.D. OR equivalent doctoral degree
OR 3 full years of progressively higher level graduate education leading to such a degree, OR LL.M., if related.
We are looking for at least one year of experience related to this position as follows: work experience which confirms that the applicant has/had experience which encompassed essentially all of each of the following: 1) has utilized a number of analytical techniques such as: work measurement; task analysis and job structuring; productivity charting; determining staff to workload ratios; organization design; space planning; development of questionnaires; flowcharting of work processes; graphing; making calculations, etc. in order to analyze and evaluate management effectiveness and administrative processes (includes tracking the progress of a project); 2) has demonstrated the ability to design operations to improve program efficiency and effectiveness, including the technology to facilitate work; 3) has demonstrated "meet and deal" characteristics in order to orally present one's analysis of findings as well as to coordinate communication efforts related to HR issues; 4) has written reports and analysis of studies and findings.
