You will:
-Assist with developing data quality objectives & Quality Assurance (QA) plans by providing guidance and specialized technical assistance; review these QA plans for consistency with Agency & QA policy guidance.; participate in the development of Regional QA guidance and polices.
-Assess the quality systems of Regional monitoring programs to determine conformance with Agency QA policies, procedures, and practices; Document these findings and make recommendation for corrections and improvements.
-Participate in on-site Quality System Reviews (QSRs) and Technical System Audits (TSAs) of Regional, State, local agencies, universities, and private contractor laboratories engaged in Agency monitoring programs for and by Environmental Protection Agency (EPA).
-Perform verification and validation of the data generated by the environmental data collection activities through evaluation and assessment, then determines its applicability for decision-making process and program use; review statements of work used for special analytical contract requests.
-Serve as a technical consultant to Regional programs, state, local and tribal agencies, private contractors, industry, and the general public in areas of sample collection, handling, documentation, field and laboratory analytical methodologies, organic and inorganic chemistry data assessment and validation, and QA/OC including the development of new initiatives and technology technical information transfer, and responses to technical problems or issues as well as participates in training workshops by these entities.



Qualifications and Evaluations

QUALIFICATIONS REQUIRED:

You need a degree or combination of education and experience as described below to qualify for this position.

In addition to the educational requirements, we are looking for at least one year of specialized experience related to this position as described below:

To qualify for the GS-12 level, you need to have at least one year of full time experience defined as 1) Applying quality assurance/quality control standards for programs involving field collection of environmental media (e.g., air, water, soil). & 2)Performing quality control and quality assurance assessments on nvironmental data in compliance with quality management plans, quality assurance project plans, and standard operating procedures.

Your answers to the on-line assessment will be used to evaluate your
competencies in the following areas:
-Knowledge of environmental science fields, methods, and procedures involved in the compilation of technical findings presented.
-Ability to provide guidance and technical assistance developing data quality objectives and Quality Assurance plans.
-Ability to communicate technical or scientific information orally.
-Knowledge of quality systems and assessments, quality assurance and quality control program requirements and guidelines, polices, methodologies, protocols, and data quality objectives.
-Ability to determine conformance with policies, procedures, and practices in order to assess quality systems.
-Ability to utilize computer systems to prepare samples collection strategies, as well as interpretation, analysis, and graphical presentation of environmental data.
-Ability to communicate in writing.
-Knowledge of established and performance-based field and analytical methodologies and measurement techniques used in data analysis of environmental samples.
-Knowledge of contractor requests and statements of work.
-Knowledge of field sample collection and measurement techniques.
A bachelor's degree from an accredited or pre-accredited college or university in one of the following:  Physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics; OR a combination of education and experience with education equivalent to one of the majors listed that included at least 24 semester hours in physical science and/or related engineering science.

If you are selected, you must complete a one year probationary period.

This position is designated as Low Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation.
