Begin a challenging career with the U. S. Environmental Protection Agency (EPA).  The mission of the EPA is to protect human health and the environment.  Since 1970, EPA has been working for a cleaner, healthier environment for the American people.  EPA leads the nation's environmental science, research, education and assessment efforts and works to develop and enforce regulations that implement environmental laws enacted by Congress.

This Senior Executive Service (SES) position is located in the Field and External Affairs Division (FEAD), Office of Pesticide Programs (OPP), Office of Chemical Safety and Pollution Prevention.  OPP is responsible for registration of pesticides and must make determinations about whether they pose an unreasonable risk to human health and the environment.  The Director of the Field and External Affairs Division is an Agency leadership position with responsibilities of coordination of strategic program policies and regulations; working with EPA regional offices, states, tribal governments and others to develop and implement programs in the field; working with international programs to harmonize data requirements; and for program outreach and communications.  The Director of FEAD is also responsible for coordinating and overseeing development of both regulations and policies, and guides them through agency and external clearance processes.  FEAD serves as the point of contact for non-financial program audits by the General Accounting Office (GAO) and EPA's Inspector General.  

In the area of program development and implementation, the Director of FEAD has lead responsibility in OPP for developing and implementing field and international programs.  As OPP's primary communications link with the regions, states, tribes, and foreign governments, the Director of FEAD is responsible for providing policy interpretation, sharing information, and maintaining effective liaison with these organizations.  FEAD also monitors field impacts of specific OPP decisions and applies this field experience to further policy and guidance development; and funds technical assistance, training, materials development, and outreach and education for field programs, including worker protection, and certification and training of pesticide applicators.  FEAD serves as the primary link with states and tribes for the interpretation of OPP policies, and coordinates OPP's interaction with these entities.  In its international programs, the Director of FEAD coordinates technical assistance to developing nations and consults with developed nations and international agencies to harmonize data requirements, hazard classification systems, and acceptable residue levels in foods.

In the area of outreach and communication, the Director of FEAD ensures the coordination and support for preparation of communications strategies associated with every major OPP action, to ensure effective communication and outreach to affected parties.  The Director of FEAD provides leadership as the OPP lead for preparing and disseminating information aimed at the general public, either to accompany public announcements of OPP actions or policies or to fulfill an independent need for public information, and to respond to requests from the public for information about pesticides.  FEAD also serves as OPP's principal link to Congress, public interest groups, trade associations, and both domestic and foreign government agencies.  The Director of FEAD ensures timely responses to time-controlled correspondence to Congress and others as assigned by the Administrator's Office, and reports to foreign governments all risk-based cancellation actions.  As the reference repository of all policy information in OPP, FEAD facilitates internal OPP communications, and provides liaison services for establishing subject-area expert contacts with other AA-ships

The Division is led by a Director and has one Associate Director and four branches:  1) Certification and Worker Protection Branch, 2) Communication Services Branch, 3) Government and International Services Branch, and 4) Policy and Regulatory Services Branch.  The Certification and Worker Protection Branch is responsible for implementing worker safety programs.  The Communication Services Branch serves as OPP's main communication source by providing timely and clear risk communication and public education on pesticide issues and safety.  The Government and International Services Branch is responsible for managing effective partnerships with states, tribes, EPA regions, and international entities.  The Policy and Regulatory Services Branch establishes strong national policies and high quality regulations addressing the safe and proper use of pesticides.

As a key component of OPP's matrix organization, it is essential for this Division Director position to be filled by someone who has strong leadership and managerial skills and relevant experience with managing a large and complex organization.  OPP is EPA's largest Headquarters program office - administering some of the Agency's most challenging and exciting programs as well as a daunting workload.  Within OPP, there are nine divisions and approximately 800 employees, with almost 65 employees (including contractors) located in FEAD.  Clearly, FEAD plays an essential role in OPP by ensuring coordination of strategic program policies and regulations; working with EPA regional offices, states, tribal governments, and international programs, and for program outreach and communications.

1. The Field and External Affairs Division (FEAD), under the leadership of the Director, is broadly responsible in OPP for developing and implementing field and international programs.  Serves as OPP's primary communications link with the Regions, States, Tribes, and foreign governments, providing policy interpretation, sharing information, and maintaining effective liaison.  Monitors field impacts of specific OPP decisions, and applies this field experience to further policy and guidance development.  Funds technical assistance, training, materials development, and outreach education for field programs including worker protection, certification and training of pesticide applicators, development of state groundwater management plans, and endangered species protection.  In its international programs coordinates technical assistance to developing nations and consults with developed national and international agencies to harmonize data requirements, hazard classification systems, and acceptable residue levels in foods.  In the area of outreach and communication, coordinates and supports the preparation of communication strategies associated with every major OPP affected party.  Also has the OPP lead for preparing and disseminating information aimed at the general public, either to accompany public announcement of OPP actions or policies, or to fulfill an independent need for public information.

2. Coordinates and reviews the analytical basis of all  major POP (Persistent Organic Pollutants) regulation and polices.  Develops, formulates and carries out cost-benefit, economic and long-term analytical studies, both in-house and through contracts, to support the policy decisions of the Office Director.

3. Reviews all major regulations and policies for the quality and consistency of their analytical support before they are submitted to the office Director for a decision.  

4. Personally responsible for leading and representing the Program's international policies, which includes formulation, development, review and coordination of the Program's international policies and providing technical assistance to the international community at a senior Agency level.

5. Supervises all non-budgetary activities governing the programs relations with Congress.  This includes developing legislative amendments necessary to the resolution of debilitating administrative impediments and the most efficient realization of program objectives, preparing senior management for Congressional hearings, preparing position documents to Congress to initiate dialogue on issues or in response to Congressional inquiries, analyzing legislative proposals of other groups, and advising the Director of OPP and other top management officials of special issues, problems, and activities requiring Agency action.

6. Coordinates and pursues unique situations, problems, and special projects for the Director of OPP, serving to initiate work by the Divisions and ensuring timely, quality inputs.  Includes independent analyses of problem and creative resolution through program policies and administration.  Special projects can include establishing special work groups on problems cutting across Division lines, serving as a representative of the Director of OPP on sensitive Federal /State issues, and projects sensitivity, complexity, novelty, or importance of Program's mission.

7. Analyzes internal Program problems identified through external criticisms, and initiating and participating in the policy development to resolve those problems.

8. Supervises the preparation, often on short notice, of briefing materials, fact sheets and other action items for the Administrator or other top officials regarding general policy or specific issues.  Such material must be succinct and pertinent.  If preparation is for a meeting or appearance before Congress or with an outside group,  material must alert the Administrator et al, to anticipated issues or problems likely to be raised by such group based on contact with that group and the program position on such issues.

9.  Supervises analysis of all Environmental Impact Statements involving pest control submitted by other Agencies, including APHIS and U.S. Forest Service.

10.  Supervises analysis of GAO and IG reports and preparation of timely responses to them.

11. Supervises staff preparation of special reports such as advanced notices of proposed rule-making and other Federal Register notices, progress reports and other studies as directed by the Director, Office of Pesticide Programs.



Qualifications and Evaluations

QUALIFICATIONS REQUIRED:

You must have one year of specialized experience at a level close to the work of this job that has given you the particular knowledge, skills, and abilities required to successfully perform.  Typically we could find this experience in work within this field or a field that is closely related.

As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior level management capability and directly related to the skills and abilities outlined under the Technical Qualifications and Executive Core Qualifications listed below.  You will be evaluated on the following Executive Core Qualifications.  Please provide a narrative not to exceed two pages per ECQ and not more than 10 pages.

HOW YOU WILL BE EVALUATED:

Desirable Qualifications

1. Experience in dealing effectively with high-level officials in Congress; Federal, state and/or local government; tribal governments; EPA regional offices; public interest groups; private industry; academia; and/or the general public.

2. Knowledge of EPA regulatory and rule development programs, with an understanding of the provisions of the Federal Insecticide, Fungicide and Rodenticide Act; the Federal Food, Drug and Cosmetic Act; the Food Quality Protection Act; the Pesticide Registration Improvement Act; the Toxic Substances Control Act; and/or relevant Federal environmental statutes (e.g., Clean Water Act, Endangered Species Act).

3. Knowledge of EPA's risk assessment and risk management processes.

4. Experience in more than one environmental/administrative program and/or in more than one organization or entity (e.g., headquarters and field experience).

You can track the progress of your application package via your USAJobs account.  You will receive an acknowledgement from USAJOBS that your submission was successful, once we have received your on-line occupational questionnaire, resume, responses to the Executive Core Qualifications (ECQs), Technical Qualifications (TQs)and Desirable Qualifications (DQs), and any supporting documentation.  You will be notified of the status of your application after we conduct a qualification review of your complete application package.  If your application meets the basic qualifications, it will then be forwarded to a three member Rating Panel consisting of SES career members here at EPA for further review.  The Rating Panel decides which Best Qualified applicants will be forwarded to the Selecting Official to make a selection.  Interviews are arranged through the Selecting Official.  If your application is not forwarded to the Rating Panel, you will be notified of the outcome of your application.  You may call the Executive Resources Division on (202)564-0394 to get the status of your application.
